Harrassing Phone Calls

Harassing phone calls can be a nuisance but also can be very upsetting. If you receive a telephone call in which the caller

  • doesn't speak
  • is obscene
  • asks inappropriate questions
  • or if you simply don't feel comfortable talking with the caller

then, follow these guidelines:

  • Hang up – don't hang up the phone by slamming it down as this may let the caller know that you are upset and may encourage him/her to call back
  • Don't talk to strangers – don't give any information to someone you don't know – such as the number that they have called or your name.
  • Keep cool – don't let the caller know that you are angry or upset.
  • Don't play detective – don't extend the call by attempting to figure out who the caller is. This may be what the caller wants or needs from you to fulfill a fantasy.
  • Don't be clever – witty responses may encourage the caller.
  • Don't be a counselor – your “kind-hearted” comments may encourage the caller to call back or continue the conversation.
  • Be careful whom you tell about the calls – sometimes these calls are made by people that you know. Letting the caller know that you are upset or concerned could encourage the caller to continue.
  • REPORT – contact University Police directly after the call and try to provide as much information as you can about the call. Continue to report any repeat phone calls.

According to the Code of Virginia, the following is the definition of the criminal violation of harassing phone calls:

§18.2-427 If any person shall use obscene, vulgar, profane, lewd, lascivious, or indecent language or make any suggestion or proposal of an obscene nature, or threaten any illegal or immoral act with the intent to coerce, intimidate, or harass any person over the telephone in this Commonwealth shall be guilty of a Class 1 Misdemeanor punishable by and up to 12 months in jail and/or up to a $2500 fine.
